SELEA’s CPS 6.5 is an advanced vehicle management, storage and search software compatible with the most popular ANPR-OCR cameras on the market. This solution is designed to optimize the work of the Local Police, improving road and city safety.
The software uses advanced algorithms for traffic analysis, allowing it to detect and intercept vehicles in violation and plot their routes on graphical maps. All information collected can be transmitted to mobile devices.
CPS 6.5 is suitable for both routine traffic control and more complex law enforcement (PG) needs. It offers a comprehensive and high-performance solution for research, investigation, law enforcement, prevention and suppression of crimes, distinguished by its advanced methods of information extraction.
The software allows quick tree searches to identify vehicles by specific criteria such as color, make, model, type, nationality, speed, direction and more.
CPS 6.5 can be integrated with leading video recording systems (VMS) such as Milestone, Genetec, Exacq, Qnap and includes intelligent video analysis algorithms. These algorithms are particularly useful for extracting additional information from images from SELEA OCR cameras without on-board video analytics, such as vehicle make, model, type, color, and environmental class.
The entire SELEA suite is ISDP10003 certified, ensuring compliance with the principles of privacy by design and privacy by default, in accordance with the GDPR regulation.
How it works
CPS is a management software for portals and OCR license plate reading devices, designed for urban and road safety, traffic analysis, and crime fighting. Connecting to Ministerial and State databases such as SCNTT, it is compatible with standard OCR cameras and can be integrated with major VMS systems. The software, equipped with advanced modules and algorithms for video analysis, is available on PCs, tablets and cell phones. The CPS suite, certified ISDP10003, ensures privacy and GDPR compliance. In addition, with SELEA’s CPS Plug-in module, it enables heterogeneous portals to be connected and information shared among police commands, improving the effectiveness of security operations and optimizing resources and time.
Check
The CPS is software that not only manages the detection of infractions, but also offers functionality to control data connections between the operations center and gate cameras. Key controls include: automatic verification of insurance coverage and vehicle inspection through the Ministry of Transport, monitoring of camera status via panel and map, live monitoring of camera operation and data connection, with update of recorded transits in case of temporary disconnection. It also allows linkage to external databases for manual checks, such as the Ania database.
Management
CPS is specialized software for managing alphanumeric codes from license plate reader cameras, container readers and dangerous goods tables, storing the data in an integrated SQL database. This enables quick search of information and images even with large volumes of data. Its features include management of login credentials and multiple users, password expiration requirement for security, log export, automatic report submission, multi-device and multi-site management, whitelist/blacklists, custom alerts, privacy management with auto-deletion of data, automatic backup, and compatibility with VMSs such as Milestone and Genetec. CPS also supports spatial partitioning, data and image export, and internal and external database management.
Communication
Communication is a crucial aspect of the CPS solution, which, thanks to its APPs and functional extension modules, sends notifications to enabled users based on their area of expertise. Receiving devices include tablets, smartphones, smartwatches, PCs, VMS software, third-party applications, and service radios. CPS not only transmits audible and visual alarms, but also uses a vocal speaker to vocally communicate the license plate number and alarm type. It can also send images and information directly to smartwatches to notify stolen or reported vehicle entries. CPS supports transit forwarding to FTPS servers, reports hazardous goods transit, integrates an email server for notifications, sends data to third-party software via TCP or HTTPS, and displays alerts on graphical maps with GPS location. It is optimized for low-bandwidth transfers, with a fast search engine, and supports a Tutor module to monitor speed and travel time, as well as report levels of particulate pollution.
Security and privacy
Data security and privacy have been at the heart of SELEA’s development, as evidenced by the voluntary ISDP10003 certification, which ensures compliance with the GDPR and facilitates the DPO’s work in risk assessment. CPS software provides security via HTTPS and FTPS encryption over TLS/SSL protocol, automatic deletion of data and images after a defined period, creation of request logs for monitoring, management of client-server communications via HTTPS standard, and support for receiving FTPS data on several Selea cameras. In addition, it includes notifications for system anomalies, integration with LDAP for user import, simplified permissions management for a large number of users, two-step authentication, and robustness indicators for passwords, with mandatory expiration dates for added security.
Investigations
When a license plate reading system generates a large amount of transit data, it is critical to consider the OCR reading accuracy of the cameras and the speed of receiving alarms and searching data for effective intervention. Inaccurate cameras can generate erroneous data, causing false alarms and sidetracking investigations. The CPS software offers advanced investigation features such as suspicious vehicle searches, reporting of vehicles registered to nominees, and searches by make, model, class, nationality, vehicle color, and multiple filters for codes, dates, and directions. It also includes complex filters for data intersection, data aggregation, and searches by speed or commute. Features to export results to encrypted CSV and PDF files, preview transits, and download images facilitate further investigation and collaboration with law enforcement.
Analysis and Statistics
The CPS integrates an analysis and statistics function that allows multiple pieces of information derived from the license plate reading system and related databases to be displayed graphically. This information is useful not only for detecting traffic, but also for analyzing criminal phenomena, preventing and suppressing crimes, improving road safety, and checking the effectiveness of corrective actions. Among the features offered by the analysis module are counting and graphing of transits, reports, uninsured or unreviewed vehicles, stolen vehicles, dangerous goods, and vehicle classifications by make, model, province of registration, and nationality. In addition, the CPS provides statistical representations of average speed and travel time, traffic distribution, analysis of pollution levels and environmental classes of vehicles on the road.

Databases
The Alert Module allows connection to the Ministry of Transport and Infrastructure database (motorist portal) to check insurance coverage and vehicle inspection status.
SELEA Bot Interforce (Privacy by Design Certificate ISDP10003)
A Telegram app (compatible with Windows, Linux, Android, iOS) that turns any cell phone, tablet or laptop PC into an audible and visual warning device for critical public safety events. It enables a secure and encrypted connection between Local Police, Police Headquarters and Carabinieri, supporting integrated urban video surveillance and leaving no trace of data or images on any server, not even Telegram’s.
CPS Monitor
It offers two types of monitoring to view transits, receive alerts, alarms, or conduct searches: one through a browser (Firefox, Chrome) and the other through an app for Android tablets and cell phones (available in the Google Play Store).
Plug-in
SELEA develops plugins to integrate CPS into leading video surveillance VMS platforms such as Milestone Systems, Genetec, Exacq, and Qnap. These plugins allow the real-time association of the passage of a license plate/code with a “bookmark” in the recorded video stream, facilitating the review of video related to the transit of a specific vehicle by typing its license plate/code number.
Tutor
A module for estimating the average speed of vehicles between two crossings, useful for traffic analysis and travel time assessment.
Additional modules (optional)
(CPSINT) – Third-party OCR camera integration.
License that allows ANPR-OCR license plate reading cameras produced by other manufacturers to be integrated into the CPS platform.
(CPSINFO) – Environmental Class.
Algorithm for analyzing the environmental class of vehicles, in accordance with the requirements of the Lombardy Region notice under the National Recovery and Resilience Plan (NRP).
(CPSMEM) – Make & Model
Deep learning-based video analytics algorithm for vehicle make and model recognition, capable of identifying more than 9000 models and 400 makes with up to 95% accuracy and response times of less than 0.3 seconds. Make and model data are combined with license plate data for complete vehicle information retrieval and are compatible with all license plate reading OCR cameras, including third-party cameras.
(CPSVA) – Color & Class
Deep learning-based video analysis algorithm for vehicle color and class recognition, capable of identifying 12 colors and 11 vehicle classes with up to 93% accuracy and response times of less than 0.5 seconds. This feature is available for Selea license plate reader OCR cameras equipped with an integrated context sensor and without in-camera video analytics.
(SCNTT) – Connection to the Naples CEN.
Form for the State Police that allows the CPS to connect to the Ministry of the Interior’s database at the CEN in Naples for reporting stolen vehicles, cloned license plates, lost or under investigation.
(CPSPLUG) – OCR Systems Integration.
Special plug-in to connect license plate reading systems of different brands scattered throughout the territory, aggregating resources to improve crime prevention and suppression. This solution does not interfere with or replace existing systems, but functions as a collector for data exchange between license plate reading portals.
